Description

NASA/JSC has a requirement for meeting and presentation preparation for a special session on Artificial Gravity in San Antonio, TX, for the purpose of enabling NASA investigators to report scientific results from the Artificial Gravity Pilot Study conducted by NASA during the past 2 years. NASA/JSC also has a requirement of publishing papers resulting from the presentations at the special session on Artificial Gravity at the meeting in San Antonio.

NASA/JSC intends to purchase the meeting preparation and publication requirement from The Galileo Foundation. The Galileo Foundation is the administrative arm of the International Society for Gravitational Physiology (ISGP). The ISGP is the only source that can provide the special expertise necessary to assure proper scientific verification of human artificial gravity research results. The ISGP is also the only source that can provide appropriate peer review, as well as provide publication in a timely manner into the Journal of Gravitational Physiology.

The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. local time on the date posted above. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
